The cartel had previously kidnapped the mayor and his son, releasing them after he agreed to replace the security chief—but the change never took place.

What's the difference between a cartel and a mobster? Not joking. They seem to use it more in Mexico.

An official agreement between governments at war, especially one concerning the exchange of prisoners.

A group of parties, factions, or nations united in a common cause; a bloc.
