Most cartoon characters don't, Mickey mouse and all the other old Disney cartoons also have 4. I believe they did it so the hands looks bigger but don't quote me on that.

Yup, this is what I've heard too (my brother is an animator and I've been obsessed with comics and cartoons most of my life)

It's so they are faster to animate. Drop that one digit makes drawing them faster and saves money.
